Rote learning in indian education system

As the time got advanced the concept of "Rote Learning" Got introduced in the Indian education system. Rote learning simply means mugging up the notes provided to the students by their respective institutes and then vomiting them out in the answer sheets. Is this what we call well educated...??? Indian schools and their output are judged by the marks and percentage their pupils score in an examination. So Rote learning is used to memorize the answers to question for a short term to clear the exam.
It plagues our education system and needs to be eliminated. This requires overall changes to the system otherwise the nation has to face dire consequences. To change the status quo, Schools need to have holistic approach towards learning and to achieve this active participation of the teaching staff is mandatory.
Now the question arises if we are well aware about this hazardous practice then why is it normalised in India...??
The answer to this question is teacher to student ratio. As per a survey the teacher to student ration in our country is 1:30. Therefore rote learning got encouraged.
